The Indictor was a senior member of the Infinity Knight High Command. He was played by Geoffrey Palmer.
In the Season 23 "Internal Investigation of the Inspector" story arc, he prosecutes The Sixth Inspector Inspector for dereliction of duty, evidence tampering, witness harassment, and falsifying statements, before revealing in "The Abominable Ally" that he is an alternate incarnation of the Inspector that had been created from the collected Order in the Inspector's soul. The Inspector is horrified at the idea of becoming—or having been—the Indictor (not least for his campy fashion sense underneath his robes).
Unfortunately, the convoluted plot line—which also involved three competing factions of Blorgons, the Circuit-Chaps, the Sergeant, the Instructor, and the Orange and Blue Wardens—was cut short by BTV and was left hanging when the Seventh Inspector era started.
